Job Description:
The Department of Administrative Services - State Building Division (SBD) is seeking an Administrative Programs Officer to join the team. This position will serve as the primary administrative officer for the SBD to provide support to the Construction, Real Estate, Interior Space Planning teams and the Administrator. This position will support the team through numerous administrative duties to include several special assignments and projects. This position is a customer-facing role representing the Administrator in all areas of departmental operations.

Job Duties: Working independently and with administrative direction, this position will be responsible for receiving and processing invoices and utility bills for all SBD facilities. Provide Construction Team support relating to bidding, advertisement, proposals and tracking, contracts, invoices, change orders, and contractor applications for payment. Invoicing and purchase orders for the interior space planners and the real estate teams. Maintain the Statewide Building & Land Management systems and prepare the annual inventory. Division travel coordination and documentation. This position will work directly with the SBD Administrator to: collect and consolidate all agencies' quarterly capital construction reports, draft construction A&E RFP's, draft required project review packets as part of the capital construction process, consolidate Administrator meeting slides, and enter and format budget system proposals generated by the SBD Administrator on behalf of SBD and other agencies. Additionally, this position will have a significant role assisting the SBD administrator in drafting fiscal notes for all SBD groups (e.g. maintenance, leasing, design, and construction) during legislative sessions and will serve as the secretary for the Comprehensive Capital Facilities Planning Committee and support the SBD Administrator to follow all statutory guidelines for the committee. Other related duties as assigned within the scope of the classification.

Requirements / Qualifications:

Minimum Qualifications: Bachelor's degree in public or business administration, accounting or any discipline related to the work assigned. One year of experience in planning, organizing, and implementing program administrative or business financial functions. Experience may substitute for education on a year-for-year basis.

Other: Regular and Reliable attendance is required.

Knowledge, Skills and Abilities: The successful applicant will be a motivated self-starter with a demonstrated track record in customer service, will be a skilled written and verbal communicator, familiar with State automation systems, the Microsoft Suite of Software, and a demonstrated history of working across agencies to deliver results.
