Serve as associate legal counsel on internal and external affairs for PacificSource and its subsidiaries and affiliates. Review and recommend appropriate action based on legal principles, case histories, regulations, statutes, and laws governing the insurance industry. Serve as an in-house resource to internal staff on points of law related to specific functional areas of the company, and recommend other resources as needed. Work with Deputy General Counsel and/or Chief Legal & Risk Officer on issues relating to negotiation and mediation services and represent PacificSource in litigation.

Essential Responsibilities:

  • Assist in organizing and directing the organization's legal activities to protect the organization's interests from a legal perspective.
  • Provide advice and counsel in reference to relations with municipal, state and federal bureaus, departments, and agencies.
  • Assist with any legal action on behalf of the company and defend the organization in any legal action initiated against it.
  • Within assigned responsibility, negotiate agreements with representatives of insureds who exhaust the appeals process. Work with internal representatives prior to litigation as needed to explore alternative settlement options.
  • Review internal policies and documents to ensure compliance with relevant state, federal, and local laws, and assist with and/or develop policies and documents as necessary and appropriate.
  • Provide advice and counsel to internal clients on impacts of new laws, regulations, and caselaw.
  • Provide advice and counsel to organization executives on the legal aspects of activities within their assigned areas such as provider network, product development, finance, human resources, taxes, insurance, service, and trademarks, and the acquisition, protection, and disposal of real and personal property and businesses.
  • Analyze developing trends in legal areas such as legislative issues, statutes, and decisions, ERISA, PPACA, Medicare, and Medicaid.
  • Responsible to assist with development, implementation, and communication of department programs.
  • Assist in the development of annual department budgets. Monitor spending versus the planned budgeted throughout the year and take corrective action where needed.
  • Responsible to participate in process improvement work and working with other departments to improve interdepartmental processes. Utilize lean methodologies for continuous improvement.
  • Actively participate as a key team member in Manager/Supervisor meetings.
  • Actively participate in various strategic and internal committees in order to disseminate information within the organization and represent company philosophy.

Supporting Responsibilities:
  • Meet department and company performance and attendance expectations.
  • Follow the PacificSource privacy policy and HIPAA laws and regulations concerning confidentiality and security of protected health information.
  • Perform other duties as assigned.

SUCCESS PROFILE

Work Experience: JD or JD candidate for Oregon Bar. Minimum of five years of previous legal work experience. General knowledge of insurance, litigation, regulatory compliance, employment, contracts, and business practices required. Prior healthcare industry experience a plus.

Education, Certificates, Licenses: JD, Member of a State Bar Association. Licensed to practice law in the State of Oregon; or pass the Oregon State Bar examination within 9 months of employment. Licensure in Idaho and/or Montana a plus.

Knowledge: Requires excellent verbal and written communication skills, including the ability to communicate sensitive issues with all levels of employees and management. Ability to read, analyze, and interpret documents, schedules, reports, budgets, and correspondence. Ability to develop presentations and reports. Ability to effectively present information and respond to questions from a variety of groups, including staff, management, boards of directors, employees, and vendors. Must be a versatile, business-minded individual. Ability to prioritize multiple urgent demands and work under pressure with a high attention to detail and quality in the work product. Established success in participating in a team-oriented work environment.

Environment:

Work inside in a general office setting with ergonomically configured equipment. Travel is required approximately less than 5% of the time.
