Primary Purpose of Organizational Unit:

The Finance and Operations Information Technology Department (SCE IT) provides innovative, and responsive technology services to the University's business units in support of the University's mission of teaching, research, and public service. The department strives to provide technology to improve business processes and communication, reduce costs, and increase customer satisfaction.

Position Summary:

The Campus Security Systems Manager leads the planning, implementation, administration, maintenance, and security of the technologies used in the University's security and safety program. This position will manage existing and new technologies supporting campus security and safety needs. This includes technologies supporting the physical security of campus buildings, emergency response, investigations, and crime prevention. This position collaborates with numerous campus departments and stakeholders including Facilities Services, Police, Emergency Management and Planning Environment, Health, and Safety (EHS), Transportation & Parking, campus Information Technology Services (ITS) and individual departments requesting security systems support.

The position administers a campus-wide enterprise security camera system by providing leadership, management, and technical support to personnel in Institutional Integrity and Risk Management (IIRM) - Campus Safety and Risk Management, and Finance & Operations - Facilities Services.

Primary duties include managing and coordinating the University's security camera system by ensuring compliance with policies, laws, and regulations, developing strategic procedures and security strategies, recommending optimal camera locations, and fostering collaboration with departments to maintain an efficient and secure surveillance environment.

Other duties include overseeing the purchasing, installation, and maintenance processes, managing vendors, implementing security measures, providing emergency response support, ensuring data integrity, and maintaining thorough documentation for a secure infrastructure. This role also involves effective communication with university leadership and engagement with stakeholders for budget planning, policy enforcement, and adherence to legal and privacy standards.

Minimum Education and Experience Requirements:

Master's and 1-2 years' experience; or Bachelor's and 2-4 years' experience; or will accept a combination of related education and experience in substitution.

Required Qualifications, Competencies, and Experience:

Knowledge of appropriate security measures involved in working with sensitive and critical data.

Ability to analyze moderately complex situations and recommend responses, solutions, and options based on interpretation of local, state, and federal regulations and standards.

Working knowledge of the principles, theories, and practices pertinent to supporting technology in a business environment. Ability to recommend modifications to program policy and procedures to minimize risk. Ability to implement and research appropriate new technologies.

Ability to consult with clients and other IT professionals to resolve technical problems and ensure client satisfaction; and proactively verify problem resolutions. Ability to work with a variety of management and line positions in a wide variety of work environments. Ability to technically review work of subordinates to assure high quality, quantity, and efficient operations.

Ability to perform as a project manager during the implementation of technical projects of varying scale under minimal supervision. Ability to schedule and monitor progress against defined parameters. Ability to solve unexpected problems associated with projects and daily work. Ability to plan and implement the delivery and improvement of services, staffing, and resources. Ability to plan and accomplish goals based on experience and judgment.

Must have a valid NC Driver's License or the ability to obtain one prior to operating a State-owned vehicle.

Preferred Qualifications, Competencies, and Experience:

Applied knowledge and understanding of budgeting, statistical data analysis, and risk assessment. Proficiency in Microsoft 365 video management system software, and other security and safety-related applications. Extensive knowledge of security protocols and procedures.

Experience as a technical service owner in a university, government, or corporate environment. Experience with the delivery of physical security projects or programs within an enterprise setting; managing applications and users within network security protocols and procedures; reporting; and emergency response planning. Experience using relevant technology and equipment including security camera management systems, security camera technology, and access control and intrusion systems.

Demonstrated ability to collaborate with stakeholders and foster a high-functioning customer-centered team. Leadership experience including supervising technical staff in an enterprise environment focused on supporting a diverse hardware and software base.

Excellent communication and interpersonal skills. Ability to communicate effectively with both technical and non-technical individuals regarding physical security standards and system designs. Experience with supervision of others and/or have a demonstrated track record of technical team leadership skills.

A degree in Computer Science, Computer Information Systems, or a related field is preferred.
