Position Overview:

The Construction Engineer leads the effort to plan and execute capital project field construction activities in accordance with applicable premises, approved work processes, and standards in a safe, efficient, cost effective manner.

Responsibilities:

  • Work to ensure the Department's HSSE vision is infused early into project development.
  • Participate in Front-End Development.
  • Provide construction expertise and input/concurrence for:
    • Opportunity Framing
    • Risk identification and mitigation
    • Engineering and procurement execution plans
    • Estimate/Schedule development
    • Design
    • HSSE in design
    • Contracting and procurement strategy development for major equipment
    • Constructability (e.g. modular construction opportunities, tie-ins)
    • Maintainability (e.g. proper equipment access, workspace for maintenance activities)
    • Engineering and procurement contracting strategy development
    • Construction Execution Planning (including Logistics planning, e.g. receiving and storage of equipment and materials, transpiration and housing of workforce)
    • Work with Operations prior to the start of construction to ensure the construction execution plan alignment
  • After the Start of Construction (IFC - Issue for Construction):
    • Project performance (Safety, environmental, quality, cost, and schedule)
    • Construction execution plan implementation
    • Construction schedule implementation
    • Constructability and maintainability implementation
    • Construction contracting strategy implementation
    • Variance tracking and resolution
    • Request for Information tracking and resolution.

Experience and Qualifications:

Basic Qualifications
  • 5+ years of refining, manufacturing, or petrochemical experience working in projects
  • Bachelor's degree in an Engineering Discipline or in Construction Management
  • Proficient using MS Office suite of software (Excel, Power Point, Outlook) including the use of pivot tables, v-lookup, charts, and linking capabilities
  • Strong understanding of basic project execution processes
  • Strong understanding of Front End Loading process

Physical Requirements:
  • Physical ability to work around and on industrial equipment, including frequent climbing of stairs and ladders
  • Ability to wear Personal Protective Equipment (PPE) in designated areas (respirator, hard hat, safety glasses, gloves, heeled boots and hearing protection)
  • Ability to work extended hours and rotating shifts as needed
