Job Summary

Responsible to coordinate specialized duties related to the workplace safety program and provide safety training on campus in compliance with OSHA and other pertinent federal, state, local and campus regulations, policies and procedures. This position serves as subject matter expert in various safety and health topic areas and as a liaison between departments to encourage collaboration and build consensus to achieve campus wide goals. This position reports to the Director of Facilities Planning and Management.

Essential Job Functions

  • Develops, reviews, promotes and oversees the safety and health programs and procedures on campus; ensures compliance with Federal, State and Local safety and health related regulations as well as college policies and procedures.; ensures updated procedures are maintained on the College's portal.
  • Manages college-wide Occupational Safety and Health Manual including development, regular updates, and distribution.
  • Ensures awareness of and compliance with Federal, State, local and college safety and health regulations. Acts as the College's primary point of contact for any regulatory agency inquiry and/or investigation, including but not limited to OSHA/ MOSH, and EPA/MDE.
  • Builds relationships, and collaborates, across departments to define and create program specific procedures, protocols, and hazard mitigation strategies.
  • Communicates and collaborates effectively with various internal and external constituencies to schedule and implement safety trainings required at hire, on demand, and annually.
  • Develops and manages a wide variety of safety and health training programs to train faculty and staff on programs required to maintain compliance with Federal, State, local and college regulations; tracks attendance at all trainings and maintains training records.
  • Acts as a subject matter expert and resource, for senior management and executive team, on various matters pertaining to the safety and health of all campus constituencies.
  • Responsible for college wide procedural decisions related to chemical use, storage, and disposal to ensure faculty, staff, and student safety.
  • Performs routine inspection of chemical purchase, receipt, storage, distribution, and inventory management methods for the department of Facilities Management.
  • Manages and coordinates the disposal of all chemicals and other hazardous/bio-hazardous materials on campus.
  • Manages the Safety Data Sheet (SDS) program for the college including maintenance of online master files and all other compliance components of the program.
  • Investigates complaints, accidents, incidents, and near-misses to identify unsafe conditions or practices and recommends solutions. Maintains all required documentation.
  • Performs routine inspections of college facilities to ensure safe conditions and compliance with government regulations and college policies and procedures.
  • Reviews college-related special events, as well as third party users of the college, to evaluate and ensure compliance with acceptable safety standards.
  • Acts as a First Aid Volunteer and maintains CPR/AED and First Aid certifications, as well as all other college required First Aid Volunteer trainings; responds to emergencies per college protocol.
  • Collaborates with Campus Police as a member of the Crisis Management Team. Acts as a subject matter expert.
  • Implements and monitors required preventative and annual maintenance, per published criteria for college owned equipment such as forklift, gator, aerial platforms, eyewash stations and showers. Ensures compliant record keeping.
  • Monitors and maintains campus wide first aid kits, bloodborne pathogen spill clean-up kits, etc. Replenishes and/or replaces as required.
  • Verifies and tracks College personnel required to use personal protective equipment (PPE), including but not limited to; safety footwear, safety glasses, hardhats, hearing protection. Assists departments college-wide in assessment and determination of required PPE.
  • Monitors inventory of PPE; processes reimbursements as required in accordance with college policies and procedures.
  • Prepares and maintains a variety of narrative and statistical records and reports.
  • Acts as a consultant and assists Risk Management in contract review related to safety concerns and requirements.
  • Leads the Green Team in evaluation and recommendation of environmentally friendly initiatives.
  • Other duties as assigned.

Minimum Requirements to Perform Work

  • Bachelor's Degree in a related field (i.e.; safety, biology, chemistry, physics, sciences, etc.) with two or more years of related experience, or; Associates Degree in a related field with at least four years of related experience
  • Possess the knowledge, training and experience necessary to train Forklift operators and evaluate their competence
  • Evidence of strong management and supervisory skills
  • Strong oral and written communication skills
  • Obtain and maintain CPR/AED and First Aid certification
  • Ability to interpret OSHA, State and/or Local safety guidelines and regulations and make recommendations to maintain compliance
  • Ability to identify and recognize unsafe conditions and work practices
  • Ability to train multiple constituencies with varied educational levels and learning styles
  • Ability to interact cooperatively, courteously and effectively with a diverse population
  • Strong organizational and time management skills to simultaneously manage multiple projects with varied deadlines and competing priorities
  • Ability to analyze data, set goals, determine and implement strategies
  • Proficiency in Microsoft products including Office, Teams and CoPilot

PREFERRED REQUIREMENTS:

  • Experience in higher education
  • OSHA 30 hour for General Industry
  • Certified Safety Professional (CSP)

PHYSICAL DEMANDS:

The work requires the ability to exert up to 20 lbs. of force occasionally, and/or up to 10 lbs. of force to move objects. Additionally, the following physical abilities are required:

  • Hear/talk/communicate - Must be able to exchange information and communicate
  • Visual Acuity/ability to perceive or detect surroundings
  • Mental acuity - Able to focus, concentrate, understand, and convey subject matter
  • Repetitive motion (i.e., keyboarding)
  • Stand/sit/walk/able to move or traverse from one area to another

WORK ENVIRONMENT:

College campus; interaction with diverse staff, faculty, students, vendors and the general public. Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office, meeting, and training rooms; use of safe workplace practices with office equipment; computers for data entry and word processing with some highly technical applications and new technology systems; ; avoidance of trips and falls; observance of fire and building safety regulations; observance of traffic laws when driving and observance of all College policies.
