Description

This position is responsible for assisting in the operation of department. An individual in this position will be expected to perform additional job-related responsibilities and duties throughout the facility as assigned and or as necessary. The Senior Project Manager is responsible for leading teams to deliver project(s) that span across one or more business units. Manage resources, schedules, financials and adhere to established guidelines throughout the full life cycle. This also includes management of issues, risks, and project change requests to ensure successful and on-time project delivery. Contribute to process improvement initiatives as it relates to improving project delivery. The Senior Project Manager has the authority to run the project on a day-to-day basis. Verify that the project produces the required deliverables of quality, within the specified constraints of time and cost and to achieve the potential benefits defined in the business case. Primary work locations will be Fort Meade and Baltimore.

  • Manage a portfolio of complex initiatives that span one or multiple lines of business
  • Understand interdependencies between technology, operations, and business needs
  • Provide on-site leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones
  • Full project life cycle ownership: successful project delivery will include full implementation from initiation to deployment for one major or several minor initiatives simultaneously
  • Manage all aspects of multiple related projects to ensure the overall program is aligned to and directly supports the achievement of strategic objectives
  • Report on project success criteria results, metrics, test, and deployment management activities
  • Manage ongoing quality control and participate in quality issue resolution
  • Work creatively and analytically in a problem-solving environment demonstrating teamwork, innovation, and excellence
  • Participate in establishing practices, templates, policies, tools, and partnerships to expand and mature these capabilities for the organization
  • Prepare estimates and detailed project plan for all phases of the project
  • Demonstrate a functional acumen to support how solutions will address client goals while maintaining alignment with industry best practices
  • Set and continually manage project and program expectations while delegating and managing deliverable with team members and stakeholders. Delegate tasks and responsibilities to appropriate personnel
  • Support formal/informal schedules to manage the engagement contract
  • Develop and manage all aspects of project and program engagement from planning, external vendor relationships, communications, resources, budget, change, risks, and issues
  • Assist in dispute, negotiation, arbitration, or litigation, as needed
  • Monitor, track, and control outcomes to resolve issues, conflicts, dependencies and critical path deliverables
  • Provide status reporting regarding project milestones, deliverable, dependencies, risks, and issues, communicating across leadership
  • Determine the frequency and content of status reports from the project and program team, analyze results and troubleshoot problem areas
  • Define success criteria and disseminate them to involved parties throughout project and program life cycle
  • Coach, mentor, motivate and supervise project team
  • Deliver appropriate and effective executive level communication
  • Ensure that projects and programs are proceeding according to scope, schedule, budget and quality standards
  • Manage project and program issues and risks to mitigate impact to baseline
  • Proven success in providing on site leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones
  • Establish practices, templates, policies, tools and partnerships to expand and mature these capabilities for the organization
  • Continue professional development in order to keep abreast of emerging technologies, methods and best practices.
  • Support a performance-based culture, both team and individual, to assure continuous improvement and alignment with enterprise vision, mission, and objectives.
  • Drive employee engagement, training, and development in the key areas of safety, quality, and productivity.
  • Assist with job and department budget.
  • Ensure regulatory compliance across a range of federal, state, and local agencies.
  • Ensure that all quality and safety standards, specifications and policies are met, drive continuous improvements, and collaborate with the team to drive efficiencies.
  • Support a culture based on open/honest dialogue and involvement with all team members that demonstrates the value of their input and engagement in improving performance.
  • Drive a culture of high performance and accountability in employee and site safety as well as other aspects of the business.


Requirements

  • Able to obtain government clearance.
  • 8+ years of project management experience, including tracking and planning projects.
  • Intermediate level of proficiency with MS Project, Excel, Visio, PowerPoint and SharePoint with experience presenting to stakeholders and / or Senior Leadership.
  • Proven ability to demonstrate a drive for results and accountability of business needs.
  • Proven ability to work in an ambiguous environment and collaborate across multiple areas in order to achieve a common business objective.
  • Interpersonal skills to influence and spur change, facilitate and enhance performance within a cross - functional environment.
  • Demonstrate decisiveness in resolving business problems, making decisions and identifying priorities.
  • Strong leadership, diplomatic and motivational skills including the ability to lead up, across and down multiple business and technology organizations.

  • Experience negotiating vendor contracts.
  • Experience drafting and submitting budget proposals and recommending subsequent budget changes where necessary.
  • Experience in successfully leading projects and programs to on-time, on-schedule and within budget close
  • Experience leading, motivating and managing various project and program team sizes, including internal and external resources, while holding team accountable for performance.
  • Strong experience presenting to executive sponsors and demonstrated communication skills, both written and oral with technical and non-technical staff, all levels of management.
  • Experience influencing and gaining buy-in from executive's sponsors, team members, stakeholders, and peers.
  • Team-building skills with technical and non-technical staff.
  • Experience working both independently and, in a team-oriented, collaborative environment.
  • Flexible with proven ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities.
  • Technically competent with various software programs, including but not limited to Microsoft Office (Word, Excel, PowerPoint, Project, Power BI, Teams).
  • Adept at conducting research into project-related issues and products.
  • Must be able to learn, understand and apply new technologies.
  • Support diverse and inclusive work environment.
  • Prior experience supporting construction and field employee groups, including strong problem-solving skills, critical thinking, and self-initiative.
  • High level competency of Building Automation Systems is required. Automatic Logic is preferrable.
  • Commitment to "open door" and comfort with production floor presence and contact with all field employees.
  • Excellent written and verbal communication, interpersonal skills; high quality document and report preparation.
  • Experience working in an entrepreneurial environment requiring strong multi-tasking abilities.
  • High ethical standards, strong values, integrity, drive to deliver results, pride in personal and team performance, decision quality, building effective teams, and action orientation are fundamental imperatives.
Pay rate $55/hr -$67/hr DOE.
