SUMMARY
Provide leadership for the operations of the Enterprise Applications team within Information Technology (IT). Direct operations, strategy fulfillment, and planning efforts for, but not limited to, the following services: account provisioning; database and application management; programming; document imaging; resource scheduling; learning management system (LMS); web-based collaboration; enterprise resource planning (ERP); customer relationship management (CRM); business intelligence; enterprise cloud-based applications. Routinely works with departments to ensure that appropriate operational needs are understood and met with technology solutions where appropriate; and coordinates and promotes the effective use of technology while planning IT projects and initiatives. Establishes and implements policies and procedures that promote the effective use of technology in support of the college mission. These functions are performed by the duties outlined below.

Essential Functions

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Accountable for project planning (scope, time, labor, risk, and budget), tracking milestones, and communicating project status with sponsors. Ensure that college strategic goals are addressed in project planning efforts. Develop effective methods to correct projects in distress by addressing critical path and resource constraints. Assigns roles based on skills and availability of labor resources.
Live and work by the principles stated in the college's Statement of Beliefs and Values documents. Develop a supportive and collaborative team where respect, integrity, trust, and knowledge are forged into a creative and open relationship between teammates. Lead team to provide quality technology services and exceptional customer service. Demonstrate a sense of humor, compassion, and approachability.
Research, design, and implement support enhancements. Develop and implement new support policies, procedures, and rules. Consult with IT staff and end users to determine the impact of proposed service, procedure, or policy change.
Leverage the benefits of modern technologies. Measure an improvement in efficiency, return on investment, and other meaningful metrics that illustrate the value of such work. Promote data accuracy and design IT systems to be nimble and scalable. IT systems must retain their integrity and compliance with regulations. Create standards and policies that maintain secure information management as technology advances.
Align resources and priorities of daily work while advancing operations; translate college and department goals into this work. Regularly discuss progress of work with the college community.
Routinely create and distribute college-wide messages about service improvements and/or outages. Clearly outline levels of support, projected performance, availability of services, and total cost of ownership details.
Prepare communication outlining and explaining administrative procedures and policies to departmental staff and monitor compliance. Coordinate work schedules and leaves of absence.
Direct preparation of records such as agenda, notices, action items, and minutes for meetings. Act as custodian of team documents and records. Organize and maintain files, correspondence, and other records for projects and service documents.
Maintain standard operating procedures and user training documentation for database and business application systems. Translate and communicate technical information into non-technical terminology.
Engineer scalable IT systems (compatible products) that produce high service adoption rates by our end users (popular products). Maintain project momentum to get the most value out of each departmental initiative.
Recommend IT staff and other college participants to be funded for professional development opportunities at local, regional, and national training events and conferences.
Work with and often lead projects involving the development and implementation efforts of advancements and upgrades to institutional databases and applications. Responsible for the specification, upgrade, and routine maintenance of software and database solutions and their system dependencies.
Oversee the design and development of reports using JC data sources. Assist with the preparation of budget projections and the monitoring of financial reports.
SUPERVISORY RESPONSIBILITIES
Oversee all Enterprise Applications team second level work requests and projects. Direct task assignments and modify priority levels based on service impact and customer needs. Develop proactive solutions to the most common incidents. Manage expectations for service requests. Create methods to collect and analyze customer satisfaction metrics. Co-develop IT systems with peers within and outside of the college that engage and challenge IT staff. Monitor personnel work performance to create meaningful and timely feedback to individuals deserving praise or needing guidance. Documents work behavior and events that may lead to disciplinary action. Routinely offer positive feedback and constructive criticism. Contribute and share information that improves workflow, energizes staff, and improves morale. Establish performance goals, standards, or benchmarks for the Enterprise Technologies team. Monitor quality and quantity of individual and team-based work. Evaluate individual and team performance and create plans to achieve performance goals.
CONTACTS AND PURPOSE OF CONTACTS
Internal: Carry out responsibilities in accordance with the organization's policies, negotiated labor contracts, and applicable laws. Responsibilities include interviewing, training, and advancing employees; planning, assigning, and directing work; addressing complaints and resolving problems. Frequent contacts with college personnel and students to relay requests, coordinate functions, address complaints, discipline employees, and comply with policy/law.
External: Frequent contact with vendors, consultants, and the general public about college activity. Responsible for creating, maintaining, and enhancing relationships with key vendors. Assist law enforcement and auditing agencies if needed.

QUALIFICATIONS

  • Work with annual budgets more than $600k; develop technology lifecycle plans

Education and Experience:
Minimum
  • Bachelor's degree (in Education, Business Administration, Information Systems or related field preferred)
  • Five years of experience in a higher education environment. Proven experience in developing enterprise level technical implementation and support teams through motivation, communication, and modern technologies.
Preferred
  • Master's degree


Language Skills
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. Ability to write reports, business correspondence, and procedure manuals. Excellent verbal, listening, questioning, and writing abilities are essential to this position.
Mathematical Skills
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Ability
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
LICENSURE, CERTIFICATION, REGISTRATION OR OTHER REQUIREMENTS
Must have a valid driver's license.

This job requires that the employee occasionally needs to work a flexible schedule to including some weekend and evening work. The work schedule is determined by coordinating/weighing the available technical and labor resources against prioritized work requests and pre-planned special events. Work may be required during scheduled technology implementations and unscheduled system failures.
